What is the Medicaid Waiver?

Indiana offers Medicaid Home and Community-Based Services (HCBS) waiver programs that allow qualified individuals who otherwise would require care in a nursing facility to remain in their own home, apartment or in an assisted living facility.

  • For those who meet the income and resource limits of Medicaid
  • Provided without charge to client
  • Must be a Medicaid recipient (does not need to have Medicaid to apply, but must apply once targeted to receive services)
  • Inability to perform at least three activities of daily living (ADLS) such as dressing, bathing, toileting, etc.

In Central Indiana, two waiver programs–the Aged and Disabled Waiver and the Traumatic Brain Injury Waiver–are available through CICOA Aging & In-Home Solutions. How do I select a health care facility?

When shopping for a nursing care facility, assisted living facility or continuing care retirement community, consider these helpful tips.

To obtain information about a health care facility, call the Indiana State Department of Health at 317-233-7442 or 1-800-246-8909.

Nursing Home Report Card information also is available at http://www.in.gov/isdh/. Click on ‘Consumer Reports” (at the bottom of the home page under “Consumers”); complete the “Health Facilities Consumer Report Search” screen; then click “Search.”

How do I select a home health care agency?

Home health care services include:

  • Home Health Aide—provides bathing (including bed bath) and personal care
  • Attendant care—provides bathing and personal care
  • Nurse—provides set up or administration of medication, monitoring of health and vital signs, etc.
  • Physical Therapy—provides exercises to improve, maintain, and/or restore strength and movement (arm and leg movements, walking, etc.)
  • Occupational Therapy—provides exercises to improve, maintain, and/or restore the ability to perform activities of daily living (dressing, bathing, eating, etc.)
  • Speech Therapy—provides exercises to improve, maintain, and/or restore speech
  • Homemaker—provides housekeeping tasks including house cleaning, laundry, changing linens, possible shopping
  • Companion—provides companionship from a visitor
  • Respite Care—provides services to relieve a caregiver (home health aide, attendant care, nursing care, homemaker, companion)

What is a CICOA care plan?

CICOA works with each of its clients to provide a care plan outlining a client’s needs and goals, plus the identified services for reaching those goals. Each plan is client-centered and individualized. For example, a senior with mobility issues might have a care plan that includes arrangements for home-delivered meals, assistance with daily personal care  and light homemaking. While each CICOA care plan is unique, here are five things to know about care plans.


Where can I obtain a personal emergency response system?

Personal emergency response systems are designed for older persons living alone, especially those who may be subject to falls or seizures. The individual wears a small electronic device which, when activated, notifies an emergency service operator.

Where can I find adult day services in Central Indiana??

Adult day service centers are designed to offer stimulating activities and care for those who should not be left alone during the day. Adult day service also provides needed respite for the primary caregiver. A hot meal is usually provided and transportation may be available. Costs vary from set fees to full subsidies for low-income individuals.
